03/07/06: Mutual General Principle for Berlin and Brandenburg
At present, Brandenburg and Berlin are mutually developing a new General Principle, to position the capital city area of Berlin-Brandenburg as one of Europe’s significant metropolitan regions in international competition, to point out strengths and potentials as well as to present common perspectives for the future. A work draft of the key point paper may already be found at www.metropolregion-berlin-brandenburg.de and is being continuously developed in a public discussion. Two conferences also serve this purpose, where discussions are taking place with international experts, specialists from the region, politicians and stakeholders. The first event took place on March 2nd and 3rd in Berlin and was opened by Berlin’s Urban Development Senator, Mrs. Ingeborg Junge-Reyer and Brandenburg’s Infrastructure Minister, Mr. Frank Szymanski. For the participants, the contributions of the invited guests from Italy, Sweden, Denmark, England, Poland and Austria were of great popularity, in which various points of view concerning metropolitan regions in Europe were introduced.
The General Principle process is being accompanied by planungsgruppe 4 (lead management) and BulwienGesa AG, member of plan 4 21.

09/02/05: Feasibility study for the Berlin city palace: BulwienGesa AG and Berendes & Partner
This week the Federal Minister for Building and Construction, Dr. Manfred Stolpe, the Minister in charge of construction in the Berlin Senate, Ingeborg Junge-Reyer and Wolfgang Thierse, the President of the Lower House of the German Parliament, presented the results of a feasibility report for the Berlin city palace. BulwienGesa AG and Berendes & Partner, members of the plan 4 21, were commissioned to draft the report in March 2005 along with the architects Hemprich Tophof.
The report puts forward proposals for a new construction of the demolished Hohenzollern palace complex, which lay in the centre of Berlin. The report recommends a complex of mainly public buildings. These will include the Humbold Forum. There will, though, also be a hotel. However, with or without the Humbold-Forum a purely private investment is unthinkable.
The report envisages the project being realised through cooperation between the public and private spheres and facilitated, to some extent, by financing through leasing. Berlin and the Federal Government will share the costs whereby Berlin will cover three quarters of the cost. The consultants expect the construction costs to run at between 533 and 780 million Euro. This will include the costs to cover the historical facades, which were destroyed when the palace was demolished in 1950. The estimated construction costs might vary depending on the nature of the design, the area required and the content of the rooms. Important expert opinion, which will become available during the further planning of the project, is required to facilitate more detailed figures being provided.
The surveyors recommend action is taken as soon as possible. At the moment the interest levels on the the capital markerts are at an all time low. This, of course, means that the current construction costs will also be relatively low. Therefore, this means that basic conditions for finding credit to finance the building of the palace complex in Berlin is especially favourable from 2005 to 2007.
